Valve doesn't owe the community. The community owes Valve. The community AGREED not to cheat when creating the accounts. So........

This is how VAC works.
A cheat that is known to VAC is detected almost instantly. The account is then flagged for a ban. The application of the ban is what is delayed for the reason here:
It should be noted that VAC employs the use of delayed bans in order to disrupt the development process of cheats - a ban imposed today may have been the result of a cheat detected by VAC two weeks previously.

A random timer is probably set for the delay, when that timer runs out...ban is applied.
You do not want instant bans, unless you want even more cheaters. Instant bans would help cheaters and cheat developers by letting them know exactly what was detected and when. The cheat dev would just update the cheat every single time it was detected. This would continue until cheats were undetectable.
Also, VAC is always updated. Take a guess as to why those updates aren't made public.
