It doesn't matter whether you used the cheats or someone else.
VAC bans are permanent, non-negotiable, and cannot be removed by Steam Support.
You've had enough time to read and understand that one sentence.
Your ban will never be removed.
You can accept it or not, the ban will remain permanent either way
It does not matter who used the account to cheat.
Valve explains it concisely in the Steam Subscriber Agreement:
You are responsible for the confidentiality of your login and password and for the security of your computer system. Valve is not responsible for the use of your password and Account or for all of the communication and activity on Steam that results from use of your login name and password by you, or by any person to whom you may have intentionally or by negligence disclosed your login and/or password in violation of this confidentiality provision.

No. Any bans added to an account will remain regardless of who was using the account at the time the infraction occurred. Ultimately, the use and security of your Steam account are your responsibility.
While we understand this can be frustrating, we must maintain a zero tolerance policy for cheating to foster a fair game that all players will enjoy.

That ban is correct or it would've been automatically removed a LONG time ago, it will never be removed.
VAC bans are permanent, non-negotiable, and cannot be removed by Steam Support....and also cannot be removed by anyone on this forum.
VAC bans are delayed from the time of the detection to the time that the ban is actually applied. What you were doing when the ban was applied, is irrelevant.

Why the account was banned:
all VAC bans come from the detection of a known cheat, whether it is used on the account itself or some sort of sharing has occurred (account, library, or phone number).
Users are responsible for the security of the account and all activity on the account.
Then who was it?
Account cheated, account banned.

It literally is, otherwise you wouldn't be here throwing that out... And it's not just you, plenty of people have already used this very same excuse since forever by now... Hence why it will never work, because it has never worked for everybody else who post the exact same excuse..
And it doesn't matter whenever you accept your ban or not, it's 1357 days old by now... Meaning that it will remain on your account for the rest of your life no matter what, trying to "fight" against your permanent ban is a complete waste of your time..
After 5 years (Used to be 7 years), the ban will become invisible to the public eye... The only one who will see the ban is yourself, does this mean that the ban is removed? No, as the ban is still applied to your account... The only way for others to see your ban then is by going on websites that track steam account status, websites such as steamrep (Which is going to shutdown for some reason that i'm not aware about, shame though that it's going to be shutdown considering it's a valid source to verify whenever someone is actually banned or not... Being able to verify if someone is banned or not is something that's been used for several things, such as being able to see through made up stories from steam users)...
