The VAC ban itself use to be temporary, guess what happened there? People kept cheating.
Valve started working on a "long-term solution" for cheating in 2001. VAC's initial release was with Counter-Strike in 2002. During this initial release, the system only banned players for 24 hours. The duration of the ban was increased over time; players were banned for 1 year and 5 years, until VAC2 was released in 2005, when any new bans became permanent.

Temporary VAC bans were tried.
Valve was lenient and gave people second chances. Valve stopped being lenient and cheaters were the reason.
Valve use to remove VAC bans from hijacked accounts. Guess how that went?
Cheaters abused it and forced Valve to adopt new policy.

So. As you can see, Valve was lenient at first with A LOT of things and the community ruined all of it. Valve will not allow any of this again, because the community has proven many times over that they don't care enough to respect leniency.

Insults and trolling are one thing, but allowing communication to continue is another.
Even people without bans engage in trolling and insults.
Argue with cheaters in the game — that's the trend now. I just watched two cheaters arguing about who’s cheating :-) . It seems like that’s become fashionable.
