How good do you think VAC is?
I haven't really ran into cheaters, but the reason why my opinion doesn't count is that i usually only really play PVE valve games and even if i do play a PVP game like counter strike (usually source or 1.6) i don't really run into cheaters. VAC could have something to do with it, perhaps, but typically i play on dead'ish servers in where mods are active a good 1/3 of the time, so it wouldn't be wise to cheat. I heard that VAC since CS2 released has gotten worse compared to CSGO times though.

Look through this forum and see for yourself..
VAC in its own right is designed in a way to make it as hard as possible for cheat makers to know if their cheats are detected or not, this is a model a few platforms and anti-cheats also follow, this also includes ban waves and non-specific times as to when a VAC ban is issued, thing is, most of the time a cheater is detected the first second he used a cheat, but he won't get a ban, not until a good while, this also allows VAC developers to also study the cheat the person is using if it's new to the data base and log it there, CS2 does have a bit of a cheating problem but from what I seen recently I hardly ran into cheaters, though I don't play that actively anymore so it could also not be the case.

What most people who complain about cheating forget VAC does not necessarily prevent you from playing with cheats, but rather punish you when you do .... after the cheating occurred.

This is a very good point. VAC isn't proactive, it's reactive, and since bans are delayed (a good part of preventing cheat devs from working around it) it basically lets them go crazy for a while before they actually get punished.

So it works great for eliminating the type of cheater who plays fair for a long time then cheats and gets punished, won't be as effective against those who burn accounts over and over to keep doing it, since in those times between VAC bans being issued they are still playing and still cheating.
Have you heard? When Valve bans 20,000-30,000 players in one day, don't be surprised. As a warning.
