First of all, it's a game ban, not a VAC ban.
There are many possible reasons for a game ban, so cheats aren't necessarily necessary.

The ban isn't removable:
Counter-Strike 2 game bans are permanent, non-negotiable, and cannot be removed by Steam Support.

To name a few examples:
x) Toxic behavior.
x) Manipulation of matchmaking rank by deranking or falsely increasing your Skill Group or Counter-Strike rating.
x) Botting and/or automation.
x) Intentionally interfering with the normal operation of game servers or other players.
x) etc...
