No one can remove your ban. Bans that old are 100% correct and permanent.

I didn't hear of a virus or malware, that would make people banned by VAC. Even if there were, you are responsible for security of your account and using it on a safe device.

Steam Support doesn't have the ability to remove bans, and having your inventory locked is part of the punishment for cheating.
