if you got a global cooldown, it will give you an amount of time/days for it being active. It expires.

Kicking too many teammates
Competitive cooldowns are issued to players who kick too many teammates in Competitive matches. Regardless of if you called the vote or only pressed 'F1' to kick the player, doing this too often will result in a Competitive cooldown for your account.

if its a vac error/disconnected by vac then something on your side is interfering with Vac system

Otherwise might be a game bug, for that you have to wait for Valve to sort out. But of course, did you get some kind of message?
