I get where you’re coming from, but that’s not how VAC works.
Valve made VAC bans permanent on purpose — if they expired, cheaters could just wait it out and come back.
The system is strict because it’s meant to protect fair players.
The only time a VAC ban is lifted is if it was a false detection, and that happens automatically.

I think that all accounts that get vac banned should be immediately permanently closed and all associated games/skins with it deleted.

typical cheater mentality. You are good couple years to late for temporary bans. Can name quite a few reasons on why it is permanent and that is also looking at all anti cheat systems.

Every time you launch a game it says in the lower right corner of your screen:

CHEATING WILL RESULT IN A PERMANENT BAN

And stop buying accounts, it’s bad

Typically a convicted cheater wanting lenience for himself and a change on the system for own purposes, as always.

There are barely non-banned accounts that speak up like that because fair players don't care about permanent bans in the slightest.

Permanent is good. You learned your lesson, now create a new account and move on.

Also no post history in 5 years, stop buying accounts.

Technically it has happened.
That's why it's permanent.

• After 7 years (2700 days) the VAC ban will no longer be publicly displayed on the Steam profile.

• But in reality, the ban still exists in the system, and you still cannot play online in games protected by VAC with that account.

In short:

• VAC ban = permanent.
• After ~2700 days, it only gets hidden from public profiles, not removed.
(Hidden display just to reduce the “stigma” of having an old VAC ban.)

It's now 5 years, not 7. VALVe changed that recently.
