Error causing shape keys to not be imported into blender
best way i could explain it, the face flexes are not importing into blender and give me this error message and the model only imports the rig, and a couple objects with no shape keys

Looks like you're using Blenser Source Tools version 2.10.2 (for Blender 2.7x or lower) instead of the Blender source tools version 2.11 or 2.12 Beta for Blender 2.80) The old version doesn't work in 2.80. You can find a link for the new version for 2.80 in the Blender Source Tools Group in the Steam Groups.

I am using the github version, that is the weird part.

Hmmm, That's the right one for Blender 2.80. Are you importing SMDs or DMX files?

SMDs, I decompiled them from the workshop using Crowbar (im unsure if its possible to decompile it as dmxs but yeah)

to be more specific, im importing a qc file with SMDs

Are the VTAs being loaded onto the model when you import the QC? Select the object that is suppose to have the Shapes and reimport the VTA. See if they actually attach to the model.

and yes, the vtas are there but there is no shape key

okay so i did what you said, same error occured. strange. and it also says its an "unmatched vta" when its literally from the exact same model.

Hmmm. There was a problem with shapekeys and Artfunkel fixed it around last month, he also did another update around 9 days ago. If you haven't updated in a while, maybe re-down the github version and do a clean install of BleST to see if that fixes the problem. I'm not seeing any problems with DMX imports and shapekeys and I don't have a current model that uses SMDs and VTAs.

Another option (as 2.80 and BleST are still in Beta) is to roll back to 2.79 and get the model to the point that Shapekeys are valid and working, save the Blend file then open it in 2.80 and carry on.

export, not import. i do have the latest github release. still doesn't work.

But do you have the latest version of Blender 2.80? As the Beta builds are released and authors fix their plug-ins for changes in that build, there could be a disconnect.

yes, i update my blender version weekly.
