'utf-8' codec exception with Source 2 animations
Hello!
We'd like to use BST to help create our upcoming Dota 2 Short Film Contest entry.
Currently there seems to be an error whenever we're importing an animation .dmx that was exported using Source 2 Filmmaker.

UnicodeDecodeError: 'utf-8' codec can't decode byte 0xf3 in position 751: invalid continuation byte

I've done some tests and these are the results:
this error occour in:
Blender 3.0+ and BST 3.1.1+
this error did not occour in:
Blender 2.92 and BST 3.1.1

We'd really like to use the latest version of Blender in order to better the team's preformance and results so I hope this can be looked into, thank you in advance!

Okay I found out that if the username or machine string contains an ó letter it fails the import. I deliberately removed those from these dmxes and now it seems to import properly.
Still, to replicate the issue just put an ó letter in the user or machine string.
"user" "string" "ó" "machine" "string" "ó"

Now it actually imports just fine in all versions, even Blender 3.1 and 3.2

My guess is that the file was exported as ASCII with some non-English code page that collides with UTF-8.
