Where is the "Source Engine Export" window?
The 2nd picture from https://developer.valvesoftware.com/wiki/Blender_Source_Tools
If they only didn't crop the picture so I can actually see whaere they clicked.

In the Scene properties (the third icon in the icon list) on the right.
