Exporting model doesn't use weights (2.79)

Thank you for your reply. I was kinda afraid that'd be the answer. Appreciate it, I'll find a way to update my computer to run updated versions of Blender.
When I export a model, the mesh itself doesn't have weights applied to the mesh.

I decompiled the TF2 Heavy's arms in Crowbar, then without modifying anything, imported the qc file into Blender 2.79. The mesh can pose, has weights, all bones/armatures, etc. It just doesn't export the vertex's weights to be able to be posed using Source's animation system.

Thank you for taking the time to read my frustration. Does anyone know what could be the solution?
