Says I need API V021 how do I play it on the older vgui version if possible?

I noticed if I tried to use the old VGUI version on Win11 it does this error Can't Connect.

This is the error message I get if I try to use the older version of steam with VGUI to play counter strike 2,

It's something with the steam SDR, It's not pointing to the newest one in the newest update. If we can find the correct one and point It we can play.

What if you try community servers and does CS2 work on that version also I'm on the version that is the last one that has VGUI and CS2 doesn't work
