i am using steam from april 2023 on w7

note ;
no need to use depot -depot switch with a bad depot number just use the switch -app
depotdownloader -app (appid) -username (yourusername) -password ( your password)
you do not need more ...
for the app id use the manifest file or steamdb

tried your method, however that just results in errors being caused within the depot downloader ( run via powershell ).
-- here're the functioning command lines i used:

the one with the -dir command sends the files directly to the game's folder, the other saves an copy within the depot downloader depots directory.
-- both versions tested, both versions fail to fix the installation issue, both versions tested both while steam was actively running and while steam was fully closed, both versions have also been tested via running the command lines 2 times ( the initial time acquires the files, the 2nd time verifies all the files are there ), both versions have also been tested both while the game was uninstalled and while steam was trying to and failing to install it, both versions have gotten the game depot / manifest / and game id numbers via the steamdb.info website, both versions executed via powershell just as the steam depot downloader github page instructs to.

i have done every conceivable thing i can do to fix this issue, yet it persists regardless of what i do to fix it.
-- for all i know it may just not be possible on windows 11.

if you need the commandlines i used to revert steam initially way back when the whole downgrade update disaster happened, here's what i used:

up until recently, things were at least still mostly functional.
-- whatever the recent change they made to the update / install part of steam is, has effectively broken it for those of us that need to use the older ( better ) steam versions.

even after manually putting the new files directly in the folders for the games that keep failing to update / install ( obtained thanks to the steam depot downloader ), despite the files being in there, the steam client still keeps trying to and failing to update / install the games, i've also noticed verifying the files of the games in question just results in either no files being found, or it saying it found zero files and will be reacquired without acquiring them.
-- i've also tried switching between online and offline modes, yet the issues persist.

luckily, we can still launch the games via their exe file in the designated folders they are located in, though i have noticed they seem to struggle fairly hard at least initially to fully launch.
-- that said, as far as an absolute fix for this issue goes, all i can hope for is that eventually either an patch gets made for it, or the steam devs themselves revert the change that's causing things to break so severely on our older ( better ) client versions.

already tried contacting steam support about the issue, however that hasn't helped so far.
