as for where using powershell came from, it's what the video guides say the depot downloader needs to use, so i dd.

-- this issue just keeps getting more complicated to fix, i'm already using programs to fix it i'd never even used before, at least in powershell the files were successfully obtained.

no need to use depot -depot switch with a bad depot number just use the switch -app
depotdownloader -app (appid) -username (yourusername) -password ( your password)
you do not need more ...
for the app id use the manifest file or steamdb

tried your method, however that just results in errors being caused within the depot downloader ( run via powershell ).

the one with the -dir command sends the files directly to the game's folder, the other saves an copy within the depot downloader depots directory.
-- both versions tested, both versions fail to fix the installation issue, both versions tested both while steam was actively running and while steam was fully closed, both versions have also been tested via running the command lines 2 times ( the initial time acquires the files, the 2nd time verifies all the files are there ), both versions have also been tested both while the game was uninstalled and while steam was trying to and failing to install it, both versions have gotten the game depot / manifest / and game id numbers via the steamdb.info website, both versions executed via powershell just as the steam depot downloader github page instructs to.

i have done every conceivable thing i can do to fix this issue, yet it persists regardless of what i do to fix it.
-- for all i know it may just not be possible on windows 11.

the demo in question is the one for ( shroom and gloom ), that said there'll likely be more games having these issues soon.

you need to copy back the files while steam is not downloading them ( 'waiting to download' because it failed )
so the failed download need to be uninstalled first before copy back files downloaded with depotdownloader
then after you just have to initiate a new download of the game or demo : steam will validate files from the folder and update the manifest file and it will be ok

i wasn't been able to use it , even for downloading newly released demos : it always failed with no subscription error message ( may be i use it badly ??? )

i haven't attempted to use steam cmd, as i'm not even sure how i would to begin with, let alone how to use it successfully.

there were slight differences i noticed between attempts.
-- if it's done while steam is actively running, ( at least on the game that was installed beforehand ), the files are applied in full.
however, if the same is done to an game not already installed ( for instance, an new demo ), only some of the files get applied into the folder.
-- ( tested with that same demo ), if it's done while steam is fully closed, all the files get applied into the folder.

also redid it with the game that is failing to update while steam was fully closed, yet there was no difference in the amount of files applied into the folder.

already tried contacting steam support about the issue, however that hasn't helped so far.

going by what's been noted, seems they've axed legacy family sharing support.

about the " locked out forever " outcome, would that only last as long as you're trying to log in from the non-current version of steam, or does it affect the account directly?

-- for example, if we were to log in via browser, then try launching the non-current version of steam, would the log in then succeed?
