Can I use Nazi or Soviet Russian symbols?
I want to create a map based upon Soviet Russia invading Nazi Germany. Is it OK to use the symbols of the two nations or is that too offensive? Also if I create any content for this map, is there a way to submit the content to the project?

I would say no for two reasons: the update is based on the aesthetics, themes and items of World War I and 2, but is not directly involved in it; Team Fortress 2 takes place in a set time frame of 1968 in the United States, save for maybe Rottenburg. Second reason would be despite the fact that the Heavy is Russian and the medic likely lived in that timeframe of the Third Reich, there is no involvement of political ideology at all.

I'd nix the idea of Russians and Germans, but you're more than welcome to reformat this map into something like Red invading a city, but even then to maintain the mostly neutral map scheme outide bases, you'd need to limit the actual propaganda of teams.

You mean submit map assets? Or submit maps? Cause for maps just upload it to workshop with Frontline overlay and tag's. If you can submit map assets? Will you should go to The pinned FAQ discussion for that and ask that question.

That fact only makes the medic a more terrifying character...

"Despite the wartime theming, we highly discourage any content based on or influenced by racist or xenophobic imagery. Have some respect, and use your best judgment - any submissions that have these problems will be excluded from the collection and distanced from the project. If in doubt, refer to Valve's own guidelines for TF2 Content Creation."
This will apply, depending on what exact symbols you mean

I thought this would fall under "historic" imagery like seeing a swastica in a documentary film.

As brought up in the FAQ, we'd like to distance ourselves from any imagery like that. Historical accuracy or not, we don't want to include anything like that. Sorry for any inconveniences, we hope you can find something else you're happy to work with!

Swastika are a BIG no go. The Hammer and Sickle though should be O.K. ;It was used on the Iron Curtain and no major compains to what I know about.

I would use Hammer and Sickles (Red) vs Iron Crosses (Blue). Iron Crosses were used as much if not more so then the Swastika, to what I know about.

I'm gonna have to step in here again to firmly state that we won't allow any imagery inspired by or referencing Nazis, even in parody. It's a very touchy subject that we'd like to not be involved in or advocate, so we kindly suggest just sticking to RED and BLU, as it always has been.
