Report a translation problem
I've seen a few mods that can be manually installed locally, can't imagine why it wouldn't work with any that you place in your local folder, under macOS it's :
/Users/<username>/Library/Application Support/Steam/steamapps/workshop/content/255710
"%LOCALAPPDATA%\Colossal Order\Cities_Skylines\Addons\Mods"
