You say "insert term here" is bad. But if i call someone a C word kunt in Australia, not many would take offense. If you changed it to the USA though, many would take offense.

If i call someone a Jap in The United States during the 1950s, that would suggest that i was being racist. But now, it's just a casual term for a Japanese person

If i call someone a Paki ([Pa-ki-]Sta-ni) in the United Kingdom during the 1980s, that would too suggest, that i was being racist.

If i, as an individual casually call people "x" term while having no indication of any overgeneralization of a certain group of people, that's not racist.
