Are you sure you watched all the graph editor videos? Because I'm pretty sure it covers the stuff you mentioned if you just listen and watch closely.
Try watching them again, this time listen closely and take notice of the green dots, they show how body parts move from frame to frame. Take some notes while you're at it.

Well, as you could see in the graph editor tutorial, the hip went up and down as the character moved forward, creating a wave pattern. Start by doing this from the side. Now you got the basic up/down hip movements in. From then, do the four point steps he talked about. Space these out evenly. You've now got the basic walking animation done. Check if you're happy about the speed between your character's step. If you'd like to make some steps faster or slower, simply drag the bookmarks to better fit your speed. See if there is some correcting you want to do between these frames, and do them. Next, as he talked about, see if you can position the hip from the front so it'll look balanced. Shift the weight over to one side before lifting the foot. Keep making the weight shift from one side to the other while your character walks. You should now have a pretty decent walking animation. You could either finish the thing now, or you could look through the frames to see if you want to do some minor corrections to make it look good.
And that's how you can make a walking animation (at least for the feet) from scratch.
tl;dr: Wave pattern for hips from the side, then add the four step walk, then make the weight shift from the front. Look through it, correct whatever you don't like.
You're welcome.
