I'd agree that there is a lot of potential left on the table, and I expect as the community continues to dig around we will get some of these features.

I think DefectiveJoey is right in that you can perform a model swap pretty easily. I don't have the link handy but someone has a script that renames bones of the plain valve bipod rig that a lot of the other games use into tf2 parlance. The issue you are going to run into with this route, and my biggest gripe, is that none of the tf2 characters can walk. They only run or crouch walk. So you are going to get some ridiculous looking terrorists.

The other thing you can do is to import a sequence. So far all the other models I have brought in still have all there default sequences. So you could give a character motion that way and then you just have to play around with steering him.

I agree with Darkshifter. The ending should definitely be first person, but it will play better if you break up the beginning into individual shots.

I was hoping you guys could give me some feedback on the animation of the sniper. I am at the fine tuning stage and additional eyes would really help. Thanks!

When you say like an actor are you asking about doing the various keyframe animation of the rig in the graph editor or are you trying to access the models as playable entities in the internal game engine? The first is very doable and it seems like you probably know how to do that. The second option I have not heard of anyone successfully doing. My recommendation would be to see if you can find tf2 tutorials about importing into the game as I would guess the process is similar. If it is doable I would guess the rig would need to match up with any model you are replacing or the animations will deform.

Is there a way of extending the max focal distance? I know the range changes relative to my field of view, but I would really like to be able to set my focus farther back when I have a wide field of view. Or does it focus like a real camera where the end point is infinite?
