Football Manager 2012 Russian was never available directly on the steam store, and as such, does not count as a removed game (2013 Russian was available directly for purchase). Wallace & Gromit was only available as a single collection, and because of this it only counts as +1 towards your total, as does the pair of the classic GTA games (GTA 1+2). This leaves you with 23, two short to join. You're very close though, and at the rate games are removed, you should be eligible to join soon :)

I also forgot Homefront, which I'm very surprised I forgot, sorry about that ^^

Seems I forgot Blood Bowl: Dark Elves Edition, I got my copy a year ago from a friend who bought retail, so I can verify it works.
