Go to your timeline and click on the Motion editor. The square with the 2 triangles on the side of it. when you clicked on it go to your Primary Viewport then click on the character's bones you want to move e.g sniper, then hold ctrl and click on the bone you want to move, once you've clicked on the bone let go of ctrl and then you can move the bones
