Steam overlay + NVidia Geforce Experience overlay conflict and 60fps lock
ISSUE
Some games get locked at 60fps on 144Hz monitor, even if they have internal options for 90, 120fps, due to a conflict between Steam overlay + NVidia Geforce Experience overlay.

OS
Windows 10 Pro 1903

STEPS
  • Set Steam Overlay ON for all games
  • Set NVidia Geforce Experience (current ver 3.19.0.94) > Settings > Share (overlays) > Overlays > set FPS always ON in the upper left
  • Run a Steam game like Rise of the Tomb Raider, Batman Arkham Knight etc. where you have internal options to change fps limits

RESULTS
Those laucnhed games will be locked at 60fps and ignore 90, 120+ fps internal settings.

EXPECTED
Every game's internal FPS settings should always work, even with Steam overlay + NVidia Geforce Experience FPS overlay ON.

NOTICE
If I disable Steam overlay leaving just NVidia overlay ON will be fine.
If I disable NVidia overlay leaving just Steam overlay ON will be fine.

You know borderlands 2 it was maked by nividia? And you can just put the PHYSX effects?

Read the bug description: it's a conflict between Steam overlay + NVidia Geforce Overlay. Together for some reasons lock fps at 60fps for some games...

Oh yeah, I do have AMD Radeon and it's 6900 and I do lag everytime with this graphics cards, but my fps it can run higher!

it's not a generic FPS problem with some specific game. It's a conflict bug between Valve and NVidia overlays. I suggest you to ask in the Borderlands 2 thread...
