"Turn off Controller" button chord does not work on Linux
ISSUE
When using controller button chords and you press a button assigned to "Turn Off Controller" it doesn't work, not on my DualSense or my Xbox Series controller. This only happens on Linux, it works on Windows.

OS
Arch Linux (Linux in general)

STEPS
- Go to configure your button chord layout (Top left of Steam client -> Settings -> Controller -> bottom of that page)
- Set any face button (by default it's triangle / Y) to "Turn Off Controller" under the system tab
- Apply the layout
- Hold the Xbox button / PlayStation button / Guide button and press the face button you assigned.

RESULTS
The button chord doesn't turn off the controller.

EXPECTED
Like on Windows, the controller should be turned off.

My Series X\S controller doesn't turn off on windows as well by pressing the the button chord.

This issue is present on multiple distributions of Linux. I've also tried different bluetooth managers (blueman, bluedevil).

It has happened with:

Bazzite
Nobara-Official
CachyOS
EndeavourOS

I am unsure what I can do to fix it. I really miss being able to hold PSButton + Triangle to turn my controller off.

I've also swapped between GNOME and KDE Plasma. No change. It doesn't work for either.
