I've been having this issue ever since I switched to Windows 11 three months ago. Every time I try to launch Steam, it gets stuck on the loading screen and won't open. I've tried everything, but nothing has worked. The only way I can get it to start is by waiting for the error message to appear and then launching Steam with web mode disabled. Otherwise, it just stays on the loading screen and never opens
