ISSUE
Context menus appear completely jumbled most of the time but not always. Almost looks like certain 'blocks' of the context menu are shifted into different places. Happens on steam beta and stable.

Nvidia RTX 3080 - 'Using NVIDIA driver (open kernel) metapackage from nvidia-driver-570-open (proprietary, tested)
3 screens - different res and refresh rates.

STEPS
Right click a friend in the friends list or highlight and right click some text in the main steam menu.

RESULTS
A jumbled unreadable mess of a context menu appears.

A significantly less jumbled unreadable menu of a context menu appears.
