Source Games don't launch with controller being OFF
ISSUE
Source Engine games (e.g., *Left 4 Dead 2, Garry’s Mod, Half-Life 2, Portal 2*) crash on launch when an 8BitDo Ultimate C controller is turned OFF or disconnected, but work normally when the controller is ON.

- Persists after a clean Windows 11 reinstall.
- Only occurs if the controller was previously activated at least once.

Windows 11 23H2 (22631.5548)

STEPS
1. Connect an 8BitDo Ultimate C controller to your PC.
2. Turn the controller OFF (or disconnect it).
3. Launch any Source Engine game (e.g., Left 4 Dead 2, Garry's Mod, Half-Life 2, Portal 2).
4. Observe the game crashing or failing to run properly.
5. Turn the controller ON (or reconnect it).
6. Launch the same game again.

RESULTS
❌ Game crashes on launch when the controller is OFF/disconnected.
✔️ Game runs normally when the controller is ON/reconnected.

EXPECTED
Source Engine games should run normally regardless of controller state (ON/OFF/disconnected).

Steam should not crash games due to an inactive but previously connected controller.

Additional Notes
Reproducible after a fresh Windows 11 install (confirms it’s not a local system issue).

Controller used: 8BitDo Ultimate C (wired/wireless mode tested).
