Issue
I am trying to export a clip from Steam's game recording.

Steps
I utilized game recording to record my gameplay in the background.
(I played The Long Dark this time)
I used Shift+tab to access steam overlay and create a clip that i desired.
I clicked on Share/Save and then Export to access the video in MP4 format on my PC.
Codec was set to H.264
Bitrate 9.0 Mbps
Frame rate 30
Resolution 1080p
Length of video 33 seconds
File size 36.93MB

Results
error code: Failed to export try again (10)

Expected
Clip saved to local folder on PC in MP4 format.

Attempt to replicate
In failing to export with game open i save the clip to steam hoping to export when i am not in steam overlay
I closed the game
Steam background recording is accessible on steam (post game summary) So is the clip i made
I view the clip in steam browser. (it doesn't seem corrupted)
Share--> Export video file --> Export video.
Same error shown in results.

Changed Codec to H.265 and tried again
Same error

Changed frame rates and bitrates
Same error

attempted to export from the original tab and the file size tab rather than the custom tab.
Same error.

Let me know if more information is needed to troubleshoot. I would like to be able to access this video for other bug reporting purposes.
