"Toolbar Preferences" section in Settings does not scroll into view when expanded
ISSUE
Clicking the Toolbar Preferences button (Settings > In Game > Toolbar Preferences) does not scroll down to focus on the newly appeared list of options.

Compare this with the Show Taskbar Preferences button (Settings > Interface > Taskbar Preferences) which displays the correct behavior.

This issue only happens on the beta version.

OS
Windows 10

STEPS
- Open Steam settings
- Select "In Game" category
- Click on "Toolbar Preferences" button

RESULTS
The window content does not automatically scroll down.
The newly appeared "Toolbar Preferences" section expands below the bottom window border. Scrolling is required to see all options.

EXPECTED
The window content automatically scrolls down to focus on the newly appeared "Toolbar Preferences" section (list of options).

If I remember correctly, this only appeared after the July 7th beta, when you added the "Game Recording" button to the list of toolbar options.
