Os: Windows 11 pro
Steps recommended by your help desk, none of which did anything:
Steam is trying to read/write the file path C:\Program Files (x86)\Steam/userdata/55943692/22300/remotecache.vdf and failing. Please test this location by saving an empty text file. If a windows permission (asking for admin) or other confirmation windows appears, then that's most likely what's causing the error.

When I advised that I had followed above instructions and nothing happened they told me to report a bug

Result: the game should start
Result: I am tired of this runaround--please refund what I paid for this game.
