[SOLVED] Game File Transfer over Local Network not functioning, "Not Logged On" error

After working earlier in the day, Game File Transfer over Local Network is not functioning anymore.

In the content_log, the following error repeatedly shows: Peer - [PC name] ([IP]:27036): open connection to [U:1:46820971] failed (Not Logged On)

I've got two PCs sitting next to each other, both connected to same wifi and logged in to same steam account. Have tried restarting, clearing download cache, verifying game integrity, enabling/disabling local transfer setting, no luck. Suggestions?

Solution: Connecting to a VPN on the PC serving the content.

Never mind, found the solution - *connecting to a VPN on the PC serving the content.*

It seems the more fundamental issue was that running two steam clients on the same network, the most recently started one would kick the other one offline so it said "no connection".

What was different this morning was that I had forgotten to turn off the VPN on the serving PC. So weirdly, Game File Transfer over Local Network only works for me when the serving PC is connected to a VPN. Which feels wrong :)
