Menus turn black and unuable

ISSUE
All drop down menus turn black, and all windows controls disappear

OS
Windows 11

STEPS
Good luck. It just happens unpredictably and once it does, you are out of luck. Nothing short of killing steam and restarting will fix it

RESULTS
All menus and controls are blank/black. Nothing is usable, even system tray icon is black

EXPECTED
Menu items and controls always available

STEPS TO FIX
launch big picture mode.
Mouse around left side of screen until menu appears.
Mouse around until you find settings.
Go to interface.
Disable: Scale texts and icons to match monitor settings(requires restart).
Restart computer.
