Notification Panel cannot be dismissed (new UX bug since August 6th beta)
ISSUE
After opening the notification panel (click on the bell button), the panel cannot be dismissed in the usual way by clicking on any part of the open client window (e.g. library or webpage background).
Instead the panel stays open indefinitely until you hover over any of the category headings (Store, Library, Community, Profile) or click on any of the top-left menu options (Steam, View, Friends, Games, Help).

STEPS
1. Click on the notification bell button ("View Notifications" tooltip)
2. The notification panel opens
3. Dismiss the panel by clicking on any part of the client window (e.g. any part of the library or webview / webpage)

RESULTS
The panel does not get dismissed and stays visible.

EXPECTED
The panel gets dismissed, just like it was the case before the August 6th beta version).

The same issue also affects the top-left menu options (Steam, View, etc).

If you click on one of these options without first hovering over any of the category headings, then you can't dismiss the opened menu as well.
It only gets dismissed by hovering over the category headings.
