Edit: It does embed but I refreshed the page and it did not embed. Also, my first link showed as embedded but duplicated the artwork from below until I refreshed the page again.
There has to be some caching issues going on.

I carried out some further tests to see if I could get image embedding to work correctly in my Steam gaming group forum posts.
For context, I should explain the following: In the past, I usually uploaded images through the Steam Artwork (non-game-specific) option, set visibility to "unlisted", and used the "Save and Continue" button. This has always worked well for me. I have always preferred the "unlisted" setting because I only want members of my gaming group to see the images appear in announcements or discussion threads. It also prevents the images from appearing on my Friends Activity feed, which is ideal when I don’t want images visible to friends who aren’t part of my gaming community group. So far, this method has served me well, but not anymore since Valve have made the changes we are discussing here.
With the above aside, I carried out 3 image upload tests to find out what Valve has changed that stopped the old embedding system from working as it used to (as I already covered above). Here are my test results:
Test Image 1:
* Upload Method: Artwork → Game Artwork
* Saved Method: Save Artwork to My Profile
** Visibility Results:
** Public or Unlisted: Displays only as a URL in a forum post.
** Public: image displays on the "Friends Activity" page.
** Unlisted: hidden from the "Friends Activity" page.
Test Image 2:
* Upload Method: Artwork → Steam Artwork (Not Game-Specific)
* Saved Method: Save and Continue
** Visibility Results:
** Public or Unlisted: Displays only as a URL in a forum post.
** Public: image displays on the "Friends Activity" page.
** Unlisted: Hidden from the "Friends Activity" page.
Test Image 3:
* Upload Method: Artwork → Game Artwork
* Saved Method: Save Artwork to Community Hub
** Visibility Results:
** Public: image displays in a forum post and appears on the "Friends Activity" page.
** Unlisted: URL-only display and also removed from the "Friends Activity" page.
In conclusion, the 'Image 3' test is the only way to embed an image for any Steam forum post or post-announcements for gaming groups. As long as it is uploaded to "Artwork" as "Game-Specific", with visibility set to "Public", and then saved using the "Save Artwork to Community Hub" button. Only this method will ensure the image displays properly in any forum post.
The frustrating part is the amount of work this involves — reuploading each image and then manually fixing all the post links in my gaming group. On top of that, setting those images now to “public” will end up spamming my friends’ activity feed with loads of old artwork. Honestly, Valve, why the hell did you have to mess with the old system? It was working perfectly fine before this change was implemented.
