Just use steam running in large mode using legacy steam overlay (switch off use big picture for steam input enabled controller in controller settings) to get the OG browser and OG steam overlay
or
use -oldbigpicture when starting steam to get the old browser back in big picture
We cant use steam like we have grown to love anymore and need to adapt to the latest changes and the latest bugs. Though it is becoming more obvious many things that are broken have been broken/disabled/changed by Valve by design. They just dont give very detailed changelogs or any other info for updates and expect steam users to work it out for them selves. Nobody knows what the expected behaviour is now adays. The expected behavior is really snafu. all fouled up is the new situation normal but its okay because a few deck users leave some overwhelmingly positive feedback so Valve are doing good. /sarcasm

oooph tfft 2nd option worky, dont log into anything or use it for shopping or anything that involves personal details. It only good for light websurfing watching youtube vids etc
