family sharing is terrible n buggy outside the us completely and plus another thing is you have to be in a stable family to do it if your brother isnt in the same household at your mothers another house it will not work this and not able to connect too family in other contrys not far at all from my country even, steam just hasnt put much consideration into eu users nor separated familys.
