Thank you for contacting us with your question.
Deleting the screenshots from your screenshots manager will lead to their deletion in both Steam cloud and manager.
The only way to delete the screenshot locally without affecting the cloud file is accessing the screenshots manager, right-clicking the screenshot in question and choosing show on disk. In this new folder manually delete the screenshot. This way the file will be removed from your PC but the cloud file will still appear in your Steam profile.
If you want to restore the file, you will need to redownload the cloud file from the profile and paste it in the folder of the game again.
