a valve employee has given an answer in this thread.
turn it off in steam client settings, if its annoying/distracting?
steam/settings/in-game (scroll down to "overlay performance monitor" and manage everything for it).
it has a whole pc performance metrics now and the slightly over sized fps counter has been fixed quite awhile ago, in the beta branch.
not sure if any of this has been pushed to public/stable branch? (i only use beta)

im liking the full stats option along top of my 3440x1440 display very unobtrusive if you scale it down. ive set mine as white so you hardly notice it unless you look at it in most games.
i expect they are talking about the contrast, which doesnt turn it white, its simply fading the green away.
i suggested a color setting in the link i posted, on comment #5.

anyone wanting to suggest stuff, or give feedback, should do so in the link provided, as we have had a valve dev, asking questions and giving info.
