I want to preface by saying I love the Game Recording feature. It has everything I want and has been more than enough for me to finally ditch Medal for clipping game moments. The feature itself works very well!

It does seem to introduce an issue for me, where windows on my second monitor lag, or freeze up. To clarify, the programs themselves aren't freezing, but anything being displayed that wouldn't be static, like videos, don't seem to update, or just stop.

Example: When playing Euro Truck Simulator 2, I use a companion app called Trucky. I have that running on my second monitor to display telemetry and other game information. When I have the game open and focussed, real-time information stops visually updating, and things like indicators that would in some cases blink, no longer do so. Another example is that I have Minecraft running as a Non-Steam game, so I can use Game Recording. When I have my minecraft window open and in focus, a YouTube video on my second monitor would freeze up completely after a second or two. When I turn Game Recording off for whatever game I'm playing, these issues are gone.
