The sequence of what happened and what you observed: Any time I enable hardware acceleration for the steam overlay, it causes my overlay to lag heavily to the point it is almost unusable. When I turn off HA, it works fine, but the problem with that, is the recording video becomes much smaller and harder to see in the overlay, and it also does not let me enable HEVC, which makes the quality of the video terrible, even at Ultra. If I use the dedicated window through the Steam client of View>Recordings & Screenshots then that seems to run fine and I can export clips and everything out of that, but I could prefer to use the steam overlay so I do not have to tab out of my games.
