On the topic of Giant Dispensers, I find them useful near the Teleporter, as it makes that area into a makeshift respawn room with ammo and health restoration. It's not like they take very long to build, it's more of a "why not" type deal. They can also help the Giant Engineer recover health if he's low.

To respond to the OP's question, I just didn't find it very fair that a single player on red team could make the giant nearly defenseless at times if he didn't have someone constantly watching his gear. It was even worse than Pyros VS Sir Nukes, because one Spy could singlehandedly interrupt a push attempt and remove the Giant Engineer's abilities.

Spies are still effective against Giant Engineers, they just aren't downright crippling anymore.
