Easy way to make it work
Make it be an effect similar to jarate, bleed, mad milk, or fire that has a little icon above your health.

It would deal 10 damage per second for 10 seconds to robots in 1/3 of a buff banner radius when applied to a robot.

The duration can not be reduced by healing and medpacks will not end it

One melee hit from any robot can remove a sapper from another robot. It slows movement speed by 15%.

sapper has a 20 second cooldown when used on a robot that can be sped up by ammo packs or dispensers
