There was probably something in the works because that's a long time for 71 people to be doing nothing but maintenance on the 2 titles they made for Ubislop, Rainbow Six Mobile (2018) and Assassin's Creed Rebellion (2022).

It is more likely they were closed after working hard on unionizing a month earlier.

The 90s were the era when Western developers were widely ripping on local censorship and pushing what they could get away with. The US' industry was mostly ESRB-regulated, and tended to do well with only games like Postal drawing huge controversy. It was indeed foreign markets being censored at the time, like anime via Fox4Kids that the censorship to titles like One Piece were made infamous.

SNES Mortal Kombat's dirty dishwater blood was Nintendo's family-friendly guidelines of the time. Hence another aspect to "Sega does what Nintendon't."
