whats the deal with rule 15 you tolled me are staring world are places we can fall back on rebuild are ships and fight back but now there just a a useless world?

for youtubers are subs like watching us build are CVs etc and if you take that away might affect are videos and are subs

Am the only one whos plays this game to build there own ships? some people blueprint there ships from the workshop to do up and to each there own and yes wallenstein is an EPIC builder but i want to build my own CVs.
