Is there a structure to the bounty? Like does it start at a certain price or does the faction leader decide how much the bounty is worth?

For your first question, i do not believe it has to carry 5 or more. I believe that is in there because civilian/utility ships have the limitation: "cannot carry more than 5."

To your second point, the idea is to encourage ships to have to make supply runs or for military ships to have to return to a port after a while. This way you cannot sit in a system hiding indefinitely in a military ship.

From what I understand, based on some of the new patches released by Eleon, the server was unplayabel and has thus been wiped. But Wolf was having an issue with the wipe, so i think the server will be down for a day or so.
