i don't like it. let me address the points and why:

1 it force's people to use the economy.
A. we currently do use it, but i think as caesar pointed out, lowing ore value would better serve that point. also resource scarcity. restricting where we get credits just puts a sort of protectionist hurdle in front of things when you could just make the credits worth more and buy less.

2 freelancer's HAVE to mine and Sell to buy a ship.
A. we do that already anyway. maybe wolves should have to buy freelancer ships - builders who buy from miners, etc. and pirates can try to take them or freelancer ships

3 pirates have to go after freelancer's to get ore and cash.
A. i would agree with the "have to" part, otherwise they're just merchants trading for things and not pirates, taking things

4 freelance want protection of the wolves so they pay them
A. to restrict access to CVs to make this happen is not the best way to go about this. more active pirates would be useful for this. or transporting goods to and from planets without using the trade system (ie. freighters) would help that

5 wolves need resources so the buy from freelance.
A. yeah, i'd say this to both the police and pirates
