Mass might not be a bad shout, It would need to be calculated in a comparable way to the current method however so we need to figure out, what mass = how many turrets so it's easy for people to figure out.
And if possible, make so it's a little more generous on turret count than the current system so people are not compelled to make bigger and bigger ships for reasonable turret counts.

As for bases. That is near impossibly difficult to do in a fair way i think especially when you consider space bases that require 3 dimensional defences and ground bases that can be underground and have a single point of entry for example.
I'm not sure what we can do with bases that would keep things fair without completely killing creative freedom.

While I appreciate that mass is not quite as easy, I think that given that it usually takes 20+ hrs to design a good CV I don't think that too many people will have a problem with taking 5mins to spawn the CV into a creative world and checking it's size class.

As for the limit I was thinking of a fith of the mass builds under 100kt, a seventh of the mass for builds under 200kt, a eigthof the mass for builds over 200kt. (to stop huge jugganaughts having a decisive advantage)

For reference the Naganata - (at least the orange and gold publically available one) is 90kt -18 turrets and my battleship that you fought the other day - the adamant is 318kt - 40 turrets
With the current system the Naganata is size class 10 - 20 turrets and the adamant is size class 17 (although I need to do a refit with a pyrimid block layer to stop lag shots which will probably make its size class low 20s) - 34 turrets (current), 40-50 turrets post refit

I know that is slightly awkward numbers for the >100kt range - but they seem the fairest to me and its not too much of a problem to search up calculator on the internet and pop the numbers in
