Why can't I use PAC3?
PAC3 says I'm not allowed to you use it. Do I have to donate to be able to use PAC3?

Yes, in order to use PAC3 you have to donate at least 30 dollars to become VIP. I recommend purchasing it as the server is great with good staff and community, and buying it will improve your experience.
