Can't you read? What part of "CssMixes is closed until further notice. Garthfield" don't you understand? He isn't obliged to offer this service to the community and never has been. That's what most of you never understood - Garth and the admins volunteered to do this out of their own free will and they can stop it whenever they like. Especially when idiots pester him to add servers, or blame him for CS:S updates, or blame him because they can't get EAC to work, or add him to steam pleading to be unbanned and then abusing him when he says no. It's amazing he put up with all the ♥♥♥♥ he has been given from the users until now. It's completely understandable what he's done although it is a shame.
