This is incorrect when it comes to the heavy vs scout test. A scout has a much shorter hitbox when it comes to hitscan weapons than a heavy, so aiming them at the same angle (towards where a heavy's head is) means that nearly every single shot from the heavy was doomed to miss from the beginning. Scout has the shortest hitbox for hitscan weapons, Heavy is one of the tallest if not the tallest.

He probably still would have died since he's also fatter, but it wouldn't have been nearly so one-sided if he was actually hitting the scout reliably instead of missing all but about 3 or 4 bullets (for reference, before dying the Heavy fired approx 72 bullets total since the minigun fires 4 bullets per 1 ammo).
