The Stealth Attack knife needs a buff. Half their ammo is a lot, but not devastating enough for the trade-off of not being an insta kill...PRetty much, al you get is them shooting you as you decloak.
Perhaps it could be buffed to remove 50% secondary and 100% primary ammo? Or give a debuff to the player you strike (Such as taking crits for the next second or such)

I think that the malus are taking over the aspect of the shield

No charge control
No shield resistance

This stay only because you are nerly invulnerable while charging ?!
It's way to conditional...

Remove the slow charge rate
Add a shield passive buff :
50% less knockback from damage
25% resistance to airblast

No charge control is already such a pain in fact, you can't even turn your head to try to hit with melee
